Very tempting. My brother has had the Surface 2 for just over a year now and has been impressed with it and my Sister also got one a few months ago. Neither use it for drawing although my brother mad use CAD software on it (I'm not sure, he was meant to be studying in California for a year abroad for uni but he has mostly been going on adventures and partying).
I've only just repaired my old 2009 laptop that had hdd failure. Put an SSD in it and im happy with the increase in performance i've gained as such. When my funds are in a possition where I can allow myself to buy a new toy, this may be high on the list. I had been looking at the Samsung ATIV tabs with the 11.6 inch screens and i5 processors (5, 7 or smart pc pro). its not easy to see the differences between them all though.

Sounds like your brother is a typical college student, lol. Those tablets all look good. Maybe you could test the Surface Pro 2 if your brother ever comes home. I really don't know if the s pen is better or the Windows pen. I would probably lean towards Samsung if I was getting a windows tablet just because the android ones run so well. But the Surface Pro 3 looks really nice and evidently they are aiming it towards artists. It is tempting to have all my PC programs on a tablet. I was looking at the Cintiq Companion (just for fun cause it's really expensive) and it is probably the one artists would need for professional drawing, but the screen resolution is not as high as these other tablets. If the price wasn't so high on the windows tablets, I might consider one, but I guess I'll stick to android. One day all the tablets will probably be just as good as the desktop PCs with huge storage.

I dont think there would be much difference between the samsung tablets and the surface 2. Both Use Wacom digitizer tech and therefor can use the same pens. The Surface 3 however has switched to a different technology (I'm assuming to save a little cost, Wacom stuff is expensive), if the changes outlined in the article I posted come to be though I think it will be great as you can customise the sensitivity to your personal preference.

If you do go down the Samsung route, make sure you get one with at least an i5 processor, the i3's and Atoms wont cope with any serious drawing programs

It's tempting to look at the Windows tablets and maybe when I get rich (Ha, Ha), I might get one. Right now, I guess I'll stick with android and just use my note tablets through the Splashtop Remote HD app. My HP desktop computer is fairly new (2 years old) and has a Terabyte of storage so it has lots of room for big files. That's one of the sticking points for me on a Windows tablet because the bigger storage costs a lot!

I just found out the Note Pro 12.2 has app to sd function so that clinched it for me. However, the price on the used ones went up again so I'll have to wait some more, lol.

[edit] saw you have a newish PC... The problem I guess you have is how would you still utilise your PC if you ended up buying a powerful laptop machine. You wouldnt need a large amount of storage on a windows device though with a TB on your desktop to use as back up. A 64GB laptop with a 64GB SD card should be more than enough for your programmes and space for what ever your are working on/ listening to/ watching etc...
I'd still be tempted by a windows machine over a tablet one as "professional" device due to the increase in support and applications and the ablity to fill it with plenty of RAM and an SSD. I wouldn't have less than 8GB for a drawing / photo editing machine, and once you have tried an SSD over an HDD its hard to go back. Boot up time measure in seconds rather than minutes and application start up times 10x quicker than before. They are fantastic.
For me the ideal set up of devices would be 1) 12 inch laptop with stylus functionality, plenty of RAM and a decent processor (Surface 3 with i5 or i7?), 2) 8 to 10 inch tablet with stylus support for day to day use outside of the home, 3) powerful mobile device.
I cant imagine going without a PC device completely, but I use excel and word alot. There isnt a "mobile" alternative that is upto the ease of use and functionality of MS Office. I'm also a fan of Photography and shoot in RAW. I'd be lost with out Lightroom.
I have 2 out of the 3 above, but I cant justify replacing my 11inch 2009 laptop yet as it works perfectly fine. I also have a very powerful 15 inch laptop for Gaming, but my girlfriend tends to get grumpy and annoyed with me if I play video games so that only gets used for photo editing these days.

I really like the graphics on the new hidden object games from Big Fish Games and most of those are around 500 MBs or more and that eats up space on tablets, so I use my desktop PC for that. I also have a lot of painting programs: Painter 12 and X3, SketchBook Pro 6, Twisted Brush, ArtRage 3 and 4, Fire Alpaca, My Paint, Krita, Poser 2010 (over 1GB), Disney's Magic Studio, Disney's Magic Studio Deluxe, Crayola Art Studio, Artweaver Plus 4, Serif DrawPlus X5, SketchUp (free version), Meshmixer, Adobe Photoshop Elements 5 ( I know it's old, but it works for editing photos for ebay.), Poser Debut,Open Office and music and magazine programs. So as you can see I need the space, lol. They will probably have tablets out with a terabyte in the near future. I also take lots of photos for references for my paintings.

I read on Gizmodo that they are already rolling out bug fixes for the Surface Pro 3, so maybe they will fix the home button problem.
