Much like Ellie, I like to have image reference when I am creating art on my tablet. Samsung has built in multi window functionality that really adds value to their Galaxy Note series. However for a Nivida Shield Tablet or Wacom Cintiq Companion users that functionality is not present. Additionally Samsung continue to evolve their multi window functionality, and I find their version on Jelly Bean (2012 10.1 Note) vs the KitKat version (2014 Note) as being more intuitive to use.
Other solutions are needed. Google play has several "floating/multitask/pop-up" apps and very few dedicated image viewers. So far I have found two useful apps:
Popup Image Viewer by ZZanGGaSoft
This app activates by a screen edge slide in viewer. It has no editing capability but does provide a limited slide-show option. I have found this app very buggy and unstable when lots of images are on your device. Plus the UI is sluggish. There is free version and paid version, the difference only being the number of images that can be viewed. Tested on a 2012/14 10.1 Note, Nvidia Shield Tablet and a Cintiq Hybrid.

This app opens by default as a "floating/multitask/pop-up" gallery browser window. It allows you to rotate or share images, and has no slide-show functions. I find this app to be quick and able to load many images without much effort when on a internal device storage. With images on external storage the viewer seems more unstable. This is a paid app only. I emailed the developer to add a customizable slide-show functionality, hopefully if they get enough requests it may happen. Tested on a 2012/14 10.1 Note, Nvidia Shield Tablet and a Cintiq Hybrid.
