There is a new digital art program for your desktop PC called Mischief. It is a vector based program mainly for drawing and sketching. It doesn't have a lot of brushes, mainly just a few choices of pencils, markers, airbrushes, erasers, and pens. It also has simple layer functions and different kinds of paper to draw on. The thing that makes it kind of unique is the infinite canvas function where theoretically you can zoom in and out forever ( or until your storage capacity is gone). Infinite Painter for android used to have this function, but it was too unstable for tablets. Mischief seems to be fairly stable, for me anyway. Since it is an infinite canvas you can add as much artwork as you want and then choose what file size you want when you export the file. The program costs around $60 ( about the same as SketchBook Pro 7). I think it is a nice program, but for that price I would like a few more features such as more brushes and blending modes. You can try Mischief free for 15 days. I think it would be a very good drawing app for a Microsoft Surface tablet.
